Design Issues

Among the many issues affecting the Town Center, one of the major ones pertains to design. Thought is being given to establishing a Design Review Committee that would make suggestions regarding site design, building design, landscaping, parking, lighting, signage etc. for any project that requires a site plan review or special permit from the Planning Board.

In addition to reacting to development proposals, one task of such a committee would be to draft a set of design guidelines that would assist applicants and their architects, engineers and landscape architects in designing a project that would be a good fit for Sherborn.

Any thoughts on this concept as well as any specific issues that should be addressed would be approeciated.

I have seen such Design Review Committees work very well in other Towns. They can provide input early in the design process that can be valuable to an applicant.

Generally, Design Review Committees have no independent authority and function strictly to provide advisory recommendations to the Planning Board. However, they usually apply to projects that require a special permit which is discretionary on the part of a Planning Board (or Zoning Board of Appeals) and/or site plan review,so that provides some authority to implement the recommendations of the Committee. Some towns have had design review for 30 years and some apply to a broad range of development, including residential development.
